Emergency Planning and Community Right to Know
SARA Tier II Reports

The Federal Emergency Planning and Community Right-to-Know Act (EPCRA) requires the filing of certain information by facilities that store: Hazardous substances present in research laboratories, hospitals or medical facilities are exempt from this requirement.

If a hazardous substance(s) is present at Syracuse University in a quantity meeting the above criteria, the substance must be included on a University Tier II report. SU's Environmental Health Office (EHO) currently prepares and submits the Tier II reports for Syracuse University Facilities. It is imperative that EHO is notified of any hazardous substance known or suspected to be present at the University in a quantity meeting the Tier II reporting criteria. The University is required to submit its Tier II reports, along with an MSDS for each substance listed on the report, annually by March 1st . The reports are submitted to the State Emergency Planning Commission (SERC), the Local Emergency Planning Committee (LEPC), and the local fire department.

Tier II reports for the University currently include the following hazardous substances: Please contact Becky Ponza at SU EHO (x-9133) for more information on the Tier II reporting requirements or if you know or subspect a hazardous chemical may be present at the University which meets the Tier II reporting criteria. In addition, any individual or department who possesses a hazardous substance in a quantity greater that 1,000 pounds or 10% of the substance's TPQ must notify EHO (Becky Ponza) of this substance, its location/purpose and its estimated maximum on-site quantity, annually (by January 1st of each calendaar year) to ensure inclusion in the University's aggregate hazardous substances quantity determinations
